
Meralco is championing animal welfare with the launch of CATropa & KaBARKada, UNITE!.
A groundbreaking initiative in animal welfare took center stage during Meralco’s 122nd founding anniversary with the launch of CATropa & KaBARKada, UNITE!, an animal welfare seminar that also marked the unveiling of Caito, Meralco’s latest advocacy program dedicated to the humane treatment of stray animals.
The event gathered animal welfare advocates, private sector leaders, and government representatives to address the growing issue of stray dogs and cats in the Philippines.
According to the Philippine Animal Welfare Society (PAWS), the country has an estimated 12 million stray dogs. At the same time, a single female cat can be responsible for as many as 30 feral cats in a year.
This alarming overpopulation contributes to animal cruelty, public health concerns, and the increasing demand for rabies vaccinations.
Meralco vice president for communications Joe Zaldarriaga emphasized the company’s commitment to responsible pet ownership and animal welfare, saying, “We recognize that addressing the stray population is crucial not just for animal welfare but also for public safety. Through initiatives like Caito, we hope to inspire other organizations to take action and help create a more compassionate society for animals.”

The case for neutering: A humane alternative to euthanasia
A long-term solution is urgently needed with the staggering number of stray animals roaming the streets. Rather than resorting to euthanasia, which remains a controversial practice, experts highlight neutering as the most humane and effective way to control the stray population.
Animal rights lawyer Atty. Anne Cabrera of PAWS explained, “Neutering is the key to breaking the cycle of overpopulation. If we can control the number of strays, we can reduce abandonment, cruelty, and disease cases. It’s a solution that benefits both animals and humans.”
Rina Ortiz, Director of Biyaya Animal Care, echoed this sentiment and stressed the importance of collaborative efforts to make spaying and neutering services more accessible.
“Many people are still unaware of how neutering works and how it can lead to healthier and happier pets. Through programs like CATropa & KaBARKada, UNITE!, we hope to educate more Filipinos and encourage responsible pet ownership,” she said.
A call for multi-sectoral action
Advocacy groups alone cannot win the fight for animal welfare. Local government units (LGUs) and private corporations must work together to implement effective policies.
Free spaying and neutering programs, stronger enforcement of the Animal Welfare Act of 1998, and increased animal cruelty penalties are some of the steps that can be taken.
Moreover, the private sector supports advocacy groups and institutionalizes pet-friendly policies in workplaces and communities. By working together, the goal of a humane and stray-free Philippines can become a reality.
