A group of Candaba residents has asked the National Bureau of Investigation to examine billions of pesos in flood control contracts allegedly connected to Mayor Rene Maglanque and two construction companies.
The group said it formally sought an inquiry into Sto. Cristo Construction & Trading and Globalcrete Builders, Inc., citing information it said was drawn from Anti-Money Laundering Council findings and other records.
According to the complainants, the two firms obtained about Php 5.4 billion in flood control projects from 2022 to 2025, including roughly Php 1.9 billion attributed to Globalcrete and Php 3.5 billion to Sto. Cristo.
They also asked investigators to scrutinize alleged transfers totaling Php 753.3 million from Sto. Cristo to Globalcrete and determine whether the transactions were tied to legitimate construction work.
The residents further raised questions over several projects in Candaba that carried nearly identical contract amounts and asked the NBI to verify whether the projects were completed as specified and whether public funds were properly spent.
The complaint also sought a review of MBB Global Properties Corp., which the group linked to relatives of Maglanque and former public works officials, after the company was previously mentioned during a Senate inquiry into flood control spending.
The group additionally urged the NBI to look into the possible roles of concerned Department of Public Works and Highways and Commission on Audit personnel in the planning, implementation, turnover and auditing of the questioned projects.
Maglanque and the companies named in the complaint have not been found liable for the allegations raised by the residents, and any possible criminal or administrative case would still depend on the evidence gathered and evaluated by investigating authorities.
