
Iloilo City is preparing for a future where safe, reliable, and sustainable water flows to every home and business. At the heart of this vision is the Iloilo Bulk Water Supply Project—a groundbreaking initiative designed to transform the city’s water infrastructure through resilience, inclusivity, and collaboration.
A proposed public-private partnership (PPP) between the Iloilo City Government and Aboitiz InfraCapital, Inc. (AIC), the project is set to deliver a robust and flexible system that not only meets current needs but also secures future demand.
With an investment of about P5 billion, the facility will have the capacity to treat and deliver 86 million liters of water per day. Water will be sourced from raw supplies, treated in a state-of-the-art facility, and distributed to multiple off-takers across the city. This multiple-operator model introduces built-in redundancy, ensuring that Iloilo’s water supply remains uninterrupted—even in the face of unexpected challenges.
Beyond reliability, the approach encourages transparency, accountability, and innovation among water providers. By creating an environment where multiple operators coexist and collaborate, the system is designed to drive efficiency and improve service delivery for consumers.
“The Iloilo Bulk Water Supply Project is designed with the consumer at its core. By complementing existing and future players and infrastructure, it ensures that every Ilonggo has access to safe, reliable, and sustainable water,” said AIC President and Chief Executive Officer Cosette V. Canilao. “Through coexistence and collaboration, we are creating a system that not only secures today’s needs but also guarantees future generations a resilient and affordable water supply. In this setup, the real winners are the consumers, who benefit from better service, more choices, and lasting water security.”
As an unsolicited PPP, the project will undergo the full PPP framework—including a competitive selection process—to ensure Ilonggos get the best value and that public interest is protected.
By separating bulk water supply from distribution, the project allows specialized providers to focus on their expertise, improving operational efficiency while keeping rates fair and sustainable.
