BSP sets discount window rates at up to 6.942% starting September

Banks borrowing short-term funds from the Bangko Sentral ng Pilipinas (BSP) will face discount window rates of as much as 6.942 percent beginning September 1, reflecting the central bank’s prevailing monetary policy stance and market conditions.

The BSP said peso availments under its Discount Window Facility with maturities of one to 90 days will carry an interest rate of 6.471 percent, while loans with maturities of 91 to 180 days will be charged 6.942 percent.

The rates are anchored on the BSP’s Overnight Lending rate, with an additional spread determined by the central bank.

According to the BSP, the spread may be adjusted periodically to complement changes in monetary policy objectives and movements in market interest rates.

The Discount Window Facility serves as an important liquidity backstop for the banking system, allowing qualified financial institutions to obtain short-term peso funding from the central bank when they encounter temporary liquidity requirements.

Changes in discount window pricing are closely watched because they influence the cost of central bank funding available to banks and help reinforce the transmission of monetary policy across the financial system.

The higher rate for longer maturities means banks requiring BSP funding for more than three months will pay a premium compared with institutions borrowing for shorter periods.

While discount window rates do not directly determine commercial loan rates, changes in banks’ funding costs can form part of the broader conditions influencing credit pricing for businesses and consumers.

The new rates will remain subject to adjustment as the BSP responds to shifts in monetary policy priorities and financial market conditions.
