
The Bureau of Customs (BOC), in partnership with the World Customs Organization (WCO)’s Accelerate Trade Facilitation Programme and its partner consultant, PricewaterhouseCoopers, successfully conducted the 2nd Customs Integrity Perception Survey (CIPS).
This initiative, supported by the United Kingdom’s His Majesty’s Revenue and Customs, aims to evaluate the integrity perceptions of the BOC’s internal and external stakeholders.
The survey included two questionnaires: one for BOC employees and another for private sector stakeholders.
These questionnaires were meticulously crafted to align with modern customs administration practices, focusing on ten key factors addressing integrity in customs administration–Leadership and Commitment, Regulatory Framework, Transparency, Automation, Reform and Modernization, Audit and Investigation, Code of Conduct, Human Resource Management, Morale and Organizational Culture, and Relationship with the Private Sector.
The survey took place from October 7 to 18, 2024, both online and onsite at the Manila International Container Port, Ninoy Aquino International Airport, Port of Clark, and Port of Manila. The Planning and Policy Research Division, the External Affairs Office, and port representatives facilitated the process internally.
A total of 1598 BOC employees and 780 private sector representatives participated in the survey, providing valuable insights that will guide future initiatives to enhance integrity within the agency.
BOC Commissioner Bienvenido Y. Rubio underscored the importance of this survey, stating, “This initiative is a clear demonstration of the Bureau’s unwavering commitment to fostering transparency and integrity across all levels. The results will enable us to fortify our programs and ensure that the BOC remains a trusted and efficient entity.”
The survey results will be used to advance the BOC’s anti-corruption and integrity programs in accordance with international standards and strengthen the agency’s ongoing efforts to enhance its services for stakeholders.
