
The Bureau of Internal Revenue (BIR) has taken another step toward improving the country’s business environment with the formal launch of the Registered Business Enterprise Taxpayer Service (RBETS), a new initiative designed to enhance taxpayer assistance and make compliance easier for registered enterprises nationwide.
Unveiled during a nationwide simultaneous launch on Tuesday, January 27, RBETS signals the BIR’s push to translate policy reforms into concrete, on-the-ground service improvements. BIR Commissioner Charlito Martin R. Mendoza said the program reflects the agency’s decision to act immediately rather than wait for a fully built structure before delivering results.
“RBETS is about turning what is written in the law into real, everyday service,” Mendoza said. “Rather than wait for the full establishment of a new service, we chose to move forward—train our people, put interim structures in place, and deliver better service now.”
Under the initiative, selected Revenue District Offices and the Large Taxpayers Service will now host dedicated service counters manned by trained personnel focused on assisting Registered Business Enterprises (RBEs), in line with the CREATE MORE law. The goal is to provide clearer guidance, faster responses, and more consistent support for enterprises operating under various investment promotion agencies.

As of the end of 2024, a total of 5,907 registered business enterprises are operating across the country. RBETS is expected to play a key role in ensuring these firms receive accurate and compliance-oriented assistance, while also strengthening coordination and oversight within the tax system.
Finance Secretary Frederick D. Go, in his keynote address, praised the BIR’s leadership for turning legislative intent into operational reform. He said initiatives like RBETS demonstrate how laws create real impact when institutions actively work to implement them.
“This is how laws create impact—not merely through statutes, but through institutions that work,” Go said. He added that RBETS sends a strong message to investors that the government is listening, improving, and committed to serving businesses better.
Trade and Industry Secretary Maria Cristina A. Roque echoed this view, stressing that streamlined compliance builds trust and fuels inclusive growth. She noted that investor confidence grows when rules are clear and government processes are responsive.
“When we streamline compliance, we build trust. That trust attracts capital, creates jobs, and fuels the dreams of the Filipino people,” Roque said, congratulating the BIR on the milestone and assuring the business community that the launch of RBETS reinforces the message that the Philippines is open for business and ready to grow alongside investors.
The rollout of RBETS aligns with the BIR’s DARES reform agenda, particularly its focus on service excellence and stakeholder engagement, and underscores the government’s broader commitment to a more efficient, reliable, and responsive tax administration that supports investment and economic growth.
