The Bases Conversion and Development Authority (BCDA) has partnered with a consortium to develop a low-cost housing complex in New Clark City, as part of the Pambansang Pabahay Para sa Pilipino (4PH) program.
The consortium—comprised of Sta. Clara International Corporation, Saekyung Realty Corporation, and Korea Overseas Infrastructure and Urban Development Corporation—plans to invest PHP4.8 billion in the 6.1-hectare housing project.
3,320 housing units planned
The project will feature 12 high-density buildings with a total of 3,320 residential units. Of these, nine buildings (2,600 units) will be allocated for the open market, while three buildings (720 units) will be designated under the 4PH program, a key housing initiative of the Marcos administration.
The BCDA and the Department of Human Settlements and Urban Development (DHSUD) signed a memorandum of understanding in 2023 to construct housing units within New Clark City, initially targeting 10,000 units.
“Beyond addressing housing needs, this project—if realized—will generate jobs, attract investment, and drive economic growth in Central Luzon,” said BCDA President and CEO Joshua Bingcang.
Bingcang added that the initiative would help transform New Clark City into a smart, sustainable, and disaster-resilient metropolis.
P1-B investments for Camp John Hay
Meanwhile, the BCDA reported that it has signed 75 residential and commercial lease agreements valued at P1 billion in Camp John Hay, Baguio City, since reclaiming the property in January 2025.
Among the key investors are:
- Metro Pacific Investments Corporation subsidiary Landco Pacific Corporation
- Stern Real Estate Development Corporation
- Amare La Cucina
- Golfplus Management Inc.
- DuckWorld Philippines
- Top Taste Trading Inc.
“Numbers don’t lie. Breaching the P1-billion mark in just two months proves that Camp John Hay is thriving, as more investors recognize its potential as the country’s next ecotourism and investment hub under BCDA’s management,” Bingcang said.
He also assured the public that while economic opportunities are being created, Camp John Hay’s vast forested areas and open spaces will be protected and preserved.
