The Association of Southeast Asian Nations (ASEAN) and the European Union (EU) have reaffirmed their commitment to strengthening cooperation in higher education, skills development, and innovation to support a sustainable and inclusive blue economy.

The commitment was highlighted during the 4th EU-ASEAN Policy Dialogue on Higher Education held in Manila on October 27 and 28, 2026.

The two-day dialogue brought together representatives from ASEAN and the EU to discuss opportunities for deeper educational collaboration and the role of higher education in promoting sustainable economic development.

The event was organized under the EU-funded Sustainable Connectivity Package – Higher Education (SCOPE-HE), in partnership with the Philippines’ Commission on Higher Education (CHED).

Discussions focused on strengthening cooperation in education, developing relevant skills, and promoting innovation to support the sustainable use of marine and coastal resources.

The initiative forms part of broader efforts to reinforce the ASEAN-EU strategic partnership through education and knowledge-sharing.

The dialogue also emphasized the importance of aligning higher education initiatives with sustainable development priorities, particularly in advancing a blue economy that balances economic opportunities with environmental protection.

Outcomes of the discussions will contribute to the Manila Policy Brief, which will provide actionable recommendations for policymakers and stakeholders.

The policy brief is expected to help guide future cooperation in higher education and support initiatives aimed at promoting sustainable and inclusive growth.

Through continued collaboration, ASEAN and the EU seek to strengthen the contribution of higher education, research, and innovation to long-term regional development.
