19th Congress  faces final push to pass 7 bills before adjournment

With the 19th Congress set to adjourn on June 13, 2025, the Marcos administration is urging lawmakers to expedite the passage of seven key legislative measures identified as priorities by the Legislative-Executive Development Advisory Council (LEDAC). 

The seven priority bills slated for deliberation in the remaining session days are the Amendments to the Foreign Investors’ Long-Term Lease Act, Rationalization of the Mining Fiscal Regime, Amendments to the Universal Health Care Act, the E-Government Act or E-Governance Act, the Konektadong Pinoy Act, the Virology Institute of the Philippines Act and the Blue Economy Act.

These priority bills aimed to enhance digital infrastructure, healthcare services, and economic development. 

As of May 2025, Congress has enacted 32 out of the 64 measures under the Common Legislative Agenda. The House of Representatives has approved 27 of the 28 priority bills, with the proposed amendments to the Agrarian Reform Law pending. 

To accommodate the passage of these priority bills, Senate President Francis Escudero has moved the presentation of the Articles of Impeachment against Vice President Sara Duterte to June 11. This decision aims to prioritize legislative work before the Congress adjourns.

A recent survey indicates that Filipinos want Congress to prioritize policies that improve education, agriculture, and healthcare. The administration’s push for these seven bills aligns with these public concerns, focusing on enhancing connectivity and healthcare services.

With limited session days remaining, the 19th Congress faces the challenge of passing these critical bills to address pressing national issues and meet public expectations.
