19th Congress achieves record-breaking legislative milestones

The House of Representatives, under the leadership of Speaker Ferdinand Martin Romualdez, has set new records for legislative performance in the 19th Congress.

From July 25, 2022, to December 27, 2024, the chamber filed a staggering 13,454 measures, of which 1,368 were approved. Among these, 166 measures became Republic Acts—73 national laws and 93 local laws.

“This Congress has set a new standard for productivity and purpose. Our collective achievements reflect our deep sense of duty to the Filipino people, ensuring that every measure we craft, debate, and pass uplifts lives, strengthens communities, and builds a resilient nation,” Romualdez said.

Of the 13,454 measures filed, 11,241 were bills, 2,212 were resolutions, and 1 was a petition.

Over the course of 178 session days, the chamber addressed 4,760 measures, averaging 12 measures per day.

“We are not just legislators; we are guardians of public trust. Every inquiry conducted, every recommendation adopted, ensures that governance is rooted in integrity and service to the people,” Romualdez added.

The House Speaker credited the success to the close collaboration between Congress and the Senate. By utilizing efficient conference committees and agreeing on amendments, both chambers ensured that the measures were refined and adapted for practical implementation.

“Our synergy with the Senate ensures that the laws we pass are practical, implementable, and responsive to the needs of the people,” the House Speaker said.

Romualdez reaffirmed the lower chamber’s commitment to continuing this upward momentum in legislative productivity.

“This Congress will be remembered as one of decisive action, unwavering unity, and transformative legislation,” Romualdez emphasized.

“We will not rest until every Filipino feels the impact of the progress we are creating—until we achieve a nation that is truly inclusive and empowered,” he added.

Under Romualdez’s leadership, the House has become a cornerstone of integrity, innovation, and results. Its record-setting accomplishments are not merely milestones but a lasting legacy, highlighting the crucial role of legislation in building a stronger, more inclusive Philippines.
