The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of Department of Transportation (DOTr) Secretary Giovanni Z. “Banoy” Lopez, has instructed all its regional offices to assist public utility vehicle (PUV) operators and drivers in securing fare guides to facilitate the full implementation of the approved fare increase across the country.
At the same time, Acting LTFRB Chairman Atty. Greg G. Pua Jr. urged transport groups and PUV operators to assist their members and employed drivers in downloading and printing the fare guide available on the LTFRB website.
“We have been monitoring the implementation of the fare increase as part of the instruction of Secretary Banoy and in doing so, we came across reports that some drivers are afraid of charging their passengers additional fare because of the absence of the fare matrix,” Pua said.
“Gusto po nating ipabatid sa ating mga kasamahang operator at driver na hindi po kailangan sa ngayon ang fare matrix upang maipatupad ang fare increase. Ang kailangan lang po ay fare guide na mabilis naman pong puwedeng i-download mula sa website ng LTFRB,” he added.
The move is in line with the instruction of President Ferdinand “Bongbong” Marcos Jr. to ensure a fast and practical approach in delivering services to the Filipino people.
Pua’s instruction to all Regional Franchising and Regulatory Offices (RFROs) is stipulated in a memorandum dated September 25 in relation to the implementation of the fare increase starting September 28.
In the memorandum, the LTFRB allowed concerned PUV operators to download and print the applicable temporary fare guide reflecting the newly approved fare rates from the LTFRB website:

“Alternatively, RFROs may provide other appropriate means of distributing or releasing the fare guide/matrix to operators and drivers within their respective jurisdictions,” the memorandum read.
The same memorandum also stated that the issuance of the fare matrix reflecting the authorized fare rates will begin in January next year, upon payment of the applicable fare increase fee during the confirmation of units.
“The temporary fare guide/matrix downloaded from the LTFRB shall be valid only until 31 December 2026,” the memorandum signed by Pua read.
“Effective 01 January 2027, concerned PUV operators shall be required to secure and display, as applicable, the official fare guide/matrix issued by the LTFRB,” it added.
