Press release from the LTFRB dated October 12, 2026, announcing the denial of accreditation applications for two MTTPs due to failure to meet conditions, with official seals and logos.

The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of Department of Transportation (DOTr) Secretary Giovanni Z. “Banoy” Lopez, has denied the application for accreditation of two Motorcycle Taxi Platform Providers (MTPPs) for failure to comply with the requirements set by the agency.

MTPPs GrabBike and Dingdong RiderKo were earlier granted authority to operate for the pilot implementation of the motorcycle taxis in Metro Manila and nearby areas, as well as other urban areas across the country.

Acting LTFRB Chairman Atty. Greg G. Pua, Jr. said a review of the operations of the two MTPPs disclosed that there were some conditions that were not met during the period of the authority given to them.

He is referring to the Section 5 of Department Order No. 2026-006 that governs the operation of the MTPPs.

“The Order expressly provides that MTPPs whose previous pilot authority lapsed, expired, or was not maintained through active participation and compliance are excluded from the coverage of the Order,” said Acting Chairman Pua, quoting the provision of the DOTr Order.

He explained that such conditions were specified to ensure that only qualified MTPPS will be given the authority to ensure the reliability, or assurance of the sustainability of the operations.

“Hindi puwede na parang ningas cogon lang because what is at stake here is the interest of the commuting public,” said Acting Chairman Pua.

This is in line with the instruction of President Ferdinand “Bongbong” R. Marcos, Jr. to ensure that only qualified PUV operators are given the authority for the interest of Filipino commuters.

And based on the review conducted by the LTFRB, the agency found out that the two MTPPs failed to prove continued operation of motorcycle taxi service, active participation, and compliance with the Pilot Study.

“For this reason, the Board is constrained to deny your application for accreditation as a Motorcycle Taxi Platform Provider,” the LTFRB letter to the two MTPPs read.

Acting Chairman Pua then advised all MTPPs to ensure that they comply with what the DOTr and the LTFRB are asking from them in exchange for their operation, noting that the authority to operate is not a right but a privilege that comes with obligations that must be complied at all times.
