
The Philippine National Police said its Safer Cities Initiative is gaining traction in Metro Manila, with more than 53,000 violators recorded just days after the campaign’s rollout.
In its latest monitoring report covering operations on April 10, 2026, the PNP said 9,810 individuals were apprehended for violating local ordinances, bringing the cumulative total to 53,293 since the initiative began on April 6.
The largest number of violations during the latest monitoring period involved drinking and smoking in public places, which reached 2,857 cases. This was followed by 886 incidents of individuals roaming without shirts, 802 curfew violations involving minors, and 220 cases of karaoke sessions extending beyond the permitted time. Another 5,045 cases fell under other local ordinance violations.
Among the police districts, the Southern Police District posted the highest number of violators at 3,229, followed by the North Police District with 1,830, the Quezon City Police District with 1,695, the Eastern Police District with 1,557, and the Manila Police District with 1,499.
For the April 10 operations alone, authorities said 4,011 violators were fined, 91 were charged, and 5,708 were warned and released, depending on the applicable local ordinances enforced by local government units.
PNP chief Police General Jose Melencio C. Nartatez Jr. said the figures show the effect of sustained police visibility and consistent enforcement on public behavior. “Makikita po natin na habang tuloy-tuloy ang presensya ng pulisya sa komunidad, unti-unti ring tumataas ang pagsunod sa mga ordinansa,” he said.
The PNP said the campaign forms part of its Focused Agenda under Enhanced Managing Police Operations and supports the broader peace and order thrust of President Ferdinand R. Marcos Jr. It also acknowledged the role of the Department of the Interior and Local Government in strengthening coordination with local government units and barangays.
Authorities said the Safer Cities Initiative remains centered on curbing common ordinance violations through closer enforcement coordination on the ground, with the aim of improving discipline, order, and public safety in communities.
The PNP urged the public to comply with local ordinances to avoid penalties and inconvenience, stressing that enforcement operations will continue and that the initiative is set to expand nationwide under its banner of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”
