Sara out of BBM’s Top 20 performing officials

Vice President and Education Secretary Sara Duterte did not make it to the Top 20 performing Cabinet officials of the Marcos administration, according to a recent job satisfaction and trust rating survey for the first quarter of the 2024.


Based on the “Boses ng Bayan” study conducted by RP-Mission and Development Foundation Inc. (RPMD) from March 18 to 24, whose results were released on Friday, Secretary Benjamin “Benhur” Abalos Jr. of the Department of the Interior and Local Government (DILG) emerged as the top performer.

Abalos, whose department is responsible for maintaining peace, securing safety and enhancing local governance, received an impressive 91% job performance rating and a 93% trust rating."


Following right behind was Secretary Rex Gatchalian from the Department of Social Welfare and Development (DSWD), who earned an 89% job approval rating and 91% trust rating.


"On behalf of Secretary Rex Gatchalian and the whole DSWD, we would like to extend our gratitude to the Filipino people for this recognition and their continued confidence and trust in our leader. It serves as a testament to the hard work and leadership of Secretary Gatchalian in shepherding the Department,” assistant secretary for Disaster Response Management Group Irene Dumlao, who is also the DSWD spokesperson, said on Friday.


With her unwavering dedication to advancing tourism, Secretary Christina Frasco Garcia of the Department of Tourism (DOT) secured the third spot with an 87% job satisfaction rating alongside an 89% trust rating.


Joining Abalos, Gatchalian and Frasco Garcia to the Top 10 were Secretary Amenah Pangandaman of the Department of Budget and Management (4th; 85% performance rating), Secretary Jesus Crispin Remulla of the Department of Justice (5th; 83%), Finance Secretary Ralph Recto (6th; 81%), Defense Secretary Gibo Teodoro Jr. (7th; 79%), Press Secretary Cheloy Garafil (8th; 77%), Health Secretary Ted Herbosa (9th; 76%) and DICT Secretary Ivan Uy (10th; 74%).

 

Completing the Top 20 performing officials were Public Works Secretary Manuel Bonoan (11th; 72%), DOST Secretary Renato Solidum Jr. (12th; 71%), Solicitor General Menardo Guevarra (13th; 68%), Trade Secretary Alfredo Pascual (14th; 66%), Foreign Affairs Secretary Enrique Manalo (15th; 65%), and Migrant Workers Secretary Hans Leo Cacdac (16th; 63%), Transportation Secretary Jaime Bautista (17th; 61%), Executive Secretary Lucas Bersamin (18th; 60%), NEDA Secretary Arsenio Balisacan (19th; 58%) and Labor Secretary Bienvenido Laguesma (20th; 57%).


Notably, Vice President Duterte, who is also the concurrent Secretary of Education, failed to get Top 20 performing officials.

 

The "Boses ng Bayan" survey engaged 10,000 participants out of the nation's 67.75 million registered voters, conducting interviews face-to-face.


The survey results come with a margin of error of +/-1%.

 

RPMD, an independent provider of marketing and opinion data, operates with field personnel stationed across the country, tasked with observing and analyzing political issues.

 

No reason to replace

Last week, Marcos said he does not see any reason to replace Sara as Education secretary amid her and her family reported rift with the First Family.


Marcos shared that Cabinet members will be replaced based solely on their performance.


“Any of the Cabinet secretaries will be replaced kapag hindi nila ginagawa yung trabaho nila (if they don’t do their jobs properly). All the other things are not part of the discussion,” Marcos said.


“Kapag hindi na kaya, nagkasakit, sabihin mo lang, papalitan ka namin. Kapag hindi talaga marunong o kurap, tatanggalin ka talaga namin. Hindi naman ganun si Inday (When you can't do it anymore, if you’re sick, just tell us and we'll replace you. If you really can’t do the job or you’re corrupt, we will definitely fire you. Inday is not like that),” he added.


The President said this in response to calls for Duterte’s resignation from the Cabinet following the First Lady’s recent admission that she was no longer on good terms with Duterte after the latter attended a rally in Davao City where the chief executive was heavily criticized.


“It will not affect our working relationship with the Vice President (and) Secretary of Education. I think that she also understands, as a wife, how the First Lady feels when you have to sit there and listen to these attacks that are being made against your husband,” he added.


Continued trust, support

On her response, Duterte expressed her gratitude to Marcos for his continued trust and support in her function as Education chief, saying she will to continue upholding the welfare of learners in the country.

 

"Maraming salamat, Pangulong Ferdinand ‘Bongbong’ Marcos Jr., sa patuloy na pagtitiwala sa akin bilang Kalihim ng Kagawaran ng Edukasyon (Thank you President Ferdinand ‘Bongbong’ Marcos Jr., for your unwavering trust in me as the Secretary of the Department of Education)," Duterte said in a statement.


"Makakaasa po kayo na ang DepEd, na binubuo ng ating mga guro at non-teaching personnel, ay patuloy na maglilingkod nang tapat para sa kinabukasan ng bawat mag-aaral (You can count on the DepEd, together with our teachers and non-teaching personnel, to continuously serve faithfully for the future of each learner)," she added.
