New flood mitigation structure boosts protection in Isabela

The Department of Public Works and Highways (DPWH) has completed a flood mitigation structure along the Magat River in Barangay Turod, Reina Mercedes, Isabela, to address recurring flooding issues, particularly during the rainy season.


DPWH Secretary Manuel M. Bonoan, citing a report from DPWH Region II Director Reynaldo C. Alconcel, stated that the project, funded under the 2024 General Appropriations Act (GAA) with a contract amount of Php 144.4 million, was initiated in response to the severe flooding that occurs when the Magat Dam opens its spillway gates. The sudden rise in water levels during these events has historically led to widespread flooding, scouring of riverbanks, and destruction of nearby communities and agricultural land.


The flood mitigation structure spans a total of 779.8 linear meters, consisting of a 441-meter-long concrete dike and a 338.8-meter concrete revetment with a single berm. To further enhance the structure’s stability, hexapods have been installed for toe protection, safeguarding the riverbanks against erosion and potential collapse.


“By ensuring the stability of the riverbanks, we are not only preventing the loss of agricultural productivity but also reducing emergency response costs for the government,” said Secretary Bonoan.


With the new flood mitigation structure in place, agricultural productivity in the area is expected to improve, as valuable farmland will now be protected from floodwaters and soil erosion. The project was implemented by the DPWH Isabela 3rd District Engineering Office, providing a long-term solution to the flooding issues faced by the communities along the Magat River.
