NBI nabs two for online child sexual exploitation

The National Bureau of Investigation-Violence Against Women and Children Division (NBI-VAWCD) yesterday arrested two Filipina facilitators in entrapment operation and implementation of Warrant to Search, Seize and Examine Computer Data (WSSECD) in Caloocan City.


NBI Director Jaime Santiago said that through collaboration with foreign counterparts, information revealed that these two Filipino facilitators were allegedly involved in sexually exploiting their children online. In addition, it was found out that these facilitators are both sisters. One of the facilitators was directly communicating with various foreign nationals while the other facilitator was acting in cahoots in producing Child Sexual Exploitation and Exploitation Materials (CSAEMs).


Through surveillance operations, the VAWCD operatives traced and located the place where the two facilitators resided and their real identities were uncovered.


On August 2, 2024, VAWCD operatives, armed with Warrant to Search, Seize, and Examine Computer Data (WSSECD) issued by RTC Family Court Branch 1 of Caloocan City, swiftly hatched an entrapment operation to arrest the two facilitators and to rescue the minor victims being offered.


The two facilitators were caught in flagrante delicto offering their children to perform sexually explicit shows in exchange for a fee. VAWCD operatives identified themselves, announced their purpose, and arrested the said facilitators.


In the course of the operation, VAWCD was able to rescue six (6) minor victims with the ages of 14 (boy and girl), 10 (girl), 7 (girl), 2 years old (girl), and 2 months old (girl).


Interview with the minor victims revealed that they were not only shown naked on camera but they were also forced to perform sexual acts with one another, sibling to sibling, cousin to cousin, mother to son/daughter while on camera and being viewed live by foreigners.

These disclosures from the minor victims were confirmed by our Medical Legal Doctors who found several fresh and old abrasions in the private parts of our female victims. Initial Digital Forensic reports revealed hundreds of Child Sexual Abuse and Exploitation Materials (CSAEM) and sexual chat conversation in the cellular phones of the subjects with foreigners.

Cases of multiple counts of Violation of Online Sexual Abuse or Exploitation of Children (OSAEC) or Child Sexual Abuse or Exploitation Materials (CSAEM) under RA 11930, Qualified Trafficking under RA9208 as amended by RA11862, Child Abuse law under RA7610 and Rape by sexual assaults under RA 8353 as amended were filed at the Department Justice.


Santiago commended the swift action of NBI-VAWCD in taking up the challenge of battling online sexual abuse of children. Moreover, Director Santiago said that this will serve as a stern warning against individuals who are involve in this kind of activity and the NBI will conduct relentless efforts to protect the welfare of children. Operation was in cooperation and coordination with an NGO, City Social Worker of Caloocan, and IACAT.
