Meralco starts CSP for 400 MW power supply




The Manila Electric Company (Meralco) has started the Competitive Selection Process (CSP) for 400 megawatts (MW) of supply needed to meet the growing energy demand beginning next year.


This followed the Department of Energy's (DOE) issuance of a Certificate of Conformity to Meralco's latest DOE-approved Power Supply Procurement Plan for the Terms of Reference (TOR) for the 15-year Power Supply Agreement (PSA) for Meralco's mid-merit requirement that is targeted to start by Aug. 26, 2025.


Under the DOE's advisory dated Oct. 11, 2023, "natural-gas-fired power plants are highly encouraged to participate in the bidding and prioritize the use of indigenous natural gas."


Through the Meralco Bids and Awards Committee for the competitive selection process for the procurement of power supply (BAC-PSA), the distribution utility extends a direct invitation to power generation companies, urging their active participation in the CSP.


The Submission of Expression of Interest is due on July 1, 2024. The Pre-Bid Conference is scheduled for July 11, 2024, while the Bid Submission Deadline is set for Aug. 9, 2024.


In addition to this bidding, two more CSPs are ongoing for Meralco's supply requirements, covering 500 MW of mid-merit renewable energy (RE) capacity and 600 MW of baseload supply.
