Flooding Issues in Barangay Kinalansan and Sabang: A Mayor's Quest















Several months into our term as the father of our municipality, we exerted earnest efforts to find sources of funding to address one of the most pressing concerns in our town: flooding in the vicinity of Barangay Kinalansan all the way to Barangay Sabang.


It has long been our dream to reduce or totally abate the flooding in the vicinity of Kinalansan-Dolo-Minoro-Sabang which our constituents there have long been suffering from during inclement weather.


To recall, an initial inspection was already conducted last November 2022 by the National Irrigation Administration (NIA) and the Department of Public Works and Highways (DPWH), together with our Municipal Engineer Raymund Cam.


Last May of this year, we again followed up with the DPWH regarding our long-awaited project.


While it brings me little comfort to admit that no construction work has actually been started yet, nevertheless, for what it is worth and for the benefit of those who have been patiently waiting, I am happy to announce that the project has been included in the 2025 National Expenditure 


Program of the Department of Budget and Management (DBM) and that the first phase of this multi-tranche/multi-phase project is set for implementation this coming year or in 2025.


We are aware that government infrastructure projects take time from concept, planning, funding and finally, implementation. Because this project was initiated in 2022, at the start of our term as mayor, we should realistically expect that the implementation stage will follow in the coming years. Meantime, we will continue to work diligently, pray and coordinate with the National Agencies with the help of Cong. Arnie Buquid Fuentebella to build a better Municipality of San Jose Partido.
