DPWH Goes Digital with Excavation Permit Application and Issuance

The Department of Public Works and Highways (DPWH) has started to roll out its online application and issuance of excavation permits in pilot regions, in line with President Ferdinand R. Marcos Jr.’s directive to digitize frontline services to the public.


DPWH Secretary Manuel M. Bonoan, citing a report from DPWH Bureau of Maintenance OIC-Director Gene Ryan A. Altea, said that the 3-month pilot testing of the Permit Issuance Application (PIA) covered the excavation permits on national roads, and for utility companies along national roads in the National Capital Region (NCR), Regions 7, and 11.


“With the application, we can accelerate the permit issuance process as our clients can do everything online, from the submission of documentary requirements to the acquisition of permit with unique QR code,” said Secretary Bonoan.


From September 2, 2024 to December 6, 2024, DPWH clients in the covered pilot regions can utilize PIA at https://pia.dpwh.gov.ph. The program is targeted to be fully-operational nationwide by early 2025.


Other than excavation permit application and issuance, the DPWH PIA will also soon cater the applications for Setback Clearance, Extraordinary Freight, and Bridge Attachment Permit, which are frontline services of the DPWH Bureau of Maintenance.


“Our PIA will streamline the management of excavation permits, fully supporting the Department’s mandate for enhanced efficiency and transparency. We encourage out stakeholders to use the available system to expedite the processing of their application and issuance of permit,” said Secretary Bonoan.
