BOC poised to hit historic trillion-peso target in 2024


For the first time in history, the Bureau of Customs (BOC) aims for an ambitious trillion-peso revenue target for 2024. This unprecedented goal requires the BOC, under the leadership of Commissioner Bienvenido Y. Rubio, to step up its efforts in maximizing revenue collection while maintaining its pivotal roles in trade facilitation and border protection. 


Achieving this goal will generate much-needed funds for government programs and strengthen the bureau's position as a critical economic driver.


Despite the enormity of the challenge, the BOC has already proven its capacity to rise to the occasion. As of August 2024, the bureau collected ₱615 billion, surpassing the ₱610 billion target for the first eight months of the year. This accomplishment underscores the concerted efforts of the BOC in harnessing both traditional and non-traditional revenue sources, demonstrating its resilience in the face of various challenges.


Much of the bureau's success can be attributed to the strategic leadership of Deputy Commissioner Vener Bacquiran, who oversees operations and assessment. His commitment to streamlining processes and maximizing efficiency has been integral to the BOC's strong revenue performance. 


Additionally, the BOC remains optimistic that it will exceed revenue expectations in the remaining months of the year, buoyed by historical trends that point to increased trade volumes as the year approaches.


In addition to revenue collection, the BOC has excelled in its trade facilitation mandate, ensuring that the movement of goods across the country's borders is efficient, transparent, and secure. By reducing bottlenecks, enhancing port operations, and leveraging technology, the BOC has significantly improved the ease of doing business for importers and exporters.


Through the implementation of modernized systems such as the Electronic-to-Mobile (E2M) system, the BOC has enhanced customs clearance procedures, making them faster and more transparent. 


The bureau has also focused on expanding its Authorized Economic Operator (AEO) program, allowing trusted traders to benefit from expedited customs processing. These efforts contribute to a more competitive trade environment, spurring economic growth and encouraging foreign investments.


Commissioner Rubio and his team are also working on further simplifying import and export processes, reducing red tape, and ensuring the business community benefits from a streamlined customs experience. 


Integrating digital platforms, such as the Customs Modernization and Tariff Act (CMTA) and risk management systems, has facilitated smoother operations, allowing the BOC to process higher volumes of goods without compromising efficiency or compliance.


As the country's primary border control agency, the BOC has also relentlessly fulfilled its mandate of safeguarding its borders against smuggling, illegal goods, and potential threats. In recent years, the bureau has intensified its border protection initiatives by deploying advanced technologies, strengthening coordination with other government agencies, and enhancing its enforcement capabilities.


The BOC has employed non-intrusive inspection equipment, such as x-ray machines and automated risk management systems, to detect and deter smuggling activities. These technologies have been instrumental in intercepting contraband, counterfeit goods, and illegal drugs before they can enter the local market. 


The bureau's anti-smuggling operations have consistently yielded impressive results, with numerous large-scale seizures of illicit goods, reinforcing its commitment to protecting the country's borders.


Additionally, the BOC has prioritized collaboration with international customs organizations and local law enforcement agencies, improving intelligence-sharing and operational coordination. This multi-agency approach has further bolstered its ability to address emerging threats, such as human trafficking, wildlife smuggling, and the illegal entry of restricted substances.


The BOC's achievements can also be credited to its close partnership with the Department of Finance (DOF), led by Secretary Ralph Recto and Undersecretary Charlito Mendoza. The DOF has played an integral role in guiding the BOC's fiscal policies, ensuring that revenue targets are met without compromising the bureau's other critical functions. 


Their leadership has reinforced the importance of balancing revenue collection with trade facilitation and border security, empowering the BOC to pursue a comprehensive and multifaceted approach to governance.


As the BOC prepares to meet its trillion-peso target for 2024, the agency remains focused on delivering top-notch service in all its areas of responsibility. The bureau's impressive revenue collection performance and dedication to trade facilitation and border protection place it in a strong position to achieve this historic goal.


The collective efforts of the BOC's men and women, under the stewardship of Commissioner Rubio and the strategic guidance of the DOF, demonstrate that with determination, innovation, and collaboration, the BOC is not only poised to meet but surpass expectations.
