The Bureau of Customs (BOC) has reaffirmed its dedication to fostering stronger stakeholder ties. This commitment was prominently displayed during the recent 6th Customs and Industry Consultative Advisory Council (CICAC), hosted by the Philippine Exporters Confederation, Inc. (PhilExport) at the Rizal Park Hotel, Manila.
Dr. Sergio R. Ortiz-Luiz Jr., president of PhilExport, delivered a keynote address emphasizing the vital role of sustained public-private partnerships. He acknowledged the efforts of the BOC, stating, "Thanks to BOC commissioner Rubio and his predecessors who tend to build up on each other's gain—since global trading is very dynamic, government and the private sector should remain vigilant and proactive in ensuring that the Philippines is not left behind on trade facilitation."
One event highlight was the signing of a Memorandum of Understanding (MOU) between the BOC and the Philippine Chamber of Commerce and Industry (PCCI). This landmark agreement focuses on enhancing revenue collection, combating smuggling, and protecting local industries through joint monitoring of commodities and ensuring fair practices.
Furthermore, the BOC introduced the **Customs Memorandum Order 08-2024**, a significant step providing clear guidelines for implementing the **ATA Carnet System** in the Philippines. This initiative underscores the BOC's commitment to transparency and efficiency in trade facilitation.
The meeting also featured a presentation of proposals from various private sectors, all aligned with the BOC's objectives for improving trade facilitation. Engaging dialogues between the BOC and private sector participants fostered constructive discussions on advancing trade facilitation.
Moreover, the BOC welcomed a new member into the council. Currently, the **Central CICAC** comprises 45 member organizations and companies, while the **District CICAC** has 122 members.
Commissioner **Bienvenido Y. Rubio** was honored with the **2024 Outstanding Achievement Award** by the International Container Terminal Services in recognition of his dedication and exceptional leadership. He also received a commemorative gift from PhilExport celebrating BOC's significant contributions to the advancement of the industry.
In his closing remarks, Rubio expressed appreciation for the productive discussions and addressed the concerns raised. He emphasized, "This meeting has once again spotlighted reinforcing partnership among us—through our joint efforts, we aim to keep pace with the dynamic global trading environment and enhance trade facilitation. Our commitment is to ensure that the Philippines remains competitive and protects local industries and consumers."
