The Commission on Elections (Comelec) has delisted and canceled the registration of 42 party-list (PL) organizations ahead of the 2025 midterm elections.
In Resolution No. 11071 promulgated on Tuesday, the Comelec en banc said these groups have been stricken out of the party-list race after failing to join in the last two elections, obtain at least 2 percent of the votes cast for the party-list system or secure a seat in the second round of seat allocation for the party-list system in the last two preceding elections.
Of this number, 31 groups failed to obtain at least 2 percent of the votes cast for the party-list system or failed to obtain a seat in the second round of seat allocation for the party-list system in the last two preceding elections.
The organizations are: 1-Care (1st Consumers Alliance for Rural Energy Inc.), Abeka (Abe Kapampangan), Act-OFW (Acts Overseas Filipino Workers Coalition of Organization), Ako Bisdak (Ako Bisdak-Bisayang Dako (AB-BD), Inc.), Akma-PTM (Aksyon Magsasaka-Partido Tinig ng Masa), AP Partylist (formerly 1-APTO) (Alliance of Public Transport Organizations, Inc.), Anakpawis, Anga Kabuhayan, Alif (Ang Laban ng Indigent Filipino), Anac-IP (Ang National Coalition of Indigenous Peoples Action Na! Inc.), Angkla (Angola: Ang Partido ng mga Pilipinong Marino, Inc.) Abs (Arts Business and Science Professionals), Aasenso (Ating Agape Sentrong Samahan ng mga Obrero, Inmc.), Abante Pilipinas (Avid Builders of Active Nation’s Citizenry Towards Empowered Philippines), Butil (Butil Farmers Party), Kabalikat (Kabalikat ng Hustisya ng Nagkakaisang Manileño (formerly Kabalikat ng Nagkakaisang Manileño), Maypagasa (Kilusang MayPagasa), Koop-Kampi (Kooperatiba-Kapisanan ng Magsadsaka ng Pilipinas), Ayuda Sandugo (formerly Partido Sandugo) (Mindoro Sandugo Para sa Kaunlaran, Inc. (formerly Partido Sandugo), Kontra Brownout Partylist (National Association of Electricity Consumers for Reforms, Inc.).
These also include Marvelous Tayo (Noble Advancement of Marvelous People of the Philippines, Inc.), 1 Utap Bicol (One Unified Transport Alliance for Community Empowerment), PTA (Parents Teachers Alliance), PLM (Partido Lakas Masa), Peace (Philippine Educators Alliance for Community Empowerment), PRAI (Philippine National Police Retirees Association, Inc.), PPP (Pilipinas Para sa Pinoy), Kulod Filipino (Pinagbuklod na Filipino Para sa Bayan), 1-Ang Edukasyon (Una ang Edukasyon), Wow Pilipinas (Wow Pilipinas Movement) and Yacap (You Against Corruption and Poverty).
On the other hand, 11 groups have also been deleted for failure to participate in the last two preceding polls.
These are 1-Abaa (1-Ako Babying Astig Asenso), Abyan Ilonggo (Abyan Ilonggo (AI), Akin (Akbay Kalusugan, Inc.), Alon (Adhikaing Alay ng Marino sa Sambayanan, Inc.), Amana (Alston ng Mamamayang Nagkakaisa), Ang PDR (Ang Partido Demokratiko Rural), Clase (Central Luzon Alliance for Socialized Education), KGB (Katipunan ng mga Guardians Brotherhood, Inc.), Melchora (Movement of Women for Change and Reform), Nactodap (National Confederation of Tricycle Operators and Drivers Association of the Philippines) and PDDS (Pederalismo ng Dugong Dakilang Samahan).
Comelec chairperson George Erwin Garcia, meanwhile, said a total of 160 party-list groups would participate in the midterm polls next year.
“Ang existing party-list, 117. Naaccredit ng Comelec na bago, 42 lamang. May isang (may) temporary restraining order (TRO). More or less, 160 lang ang party-list lahat na makakapag participate sa ating party-list elections (We have 117 existing party-lists. The Comelec has accredited only 42 new party-lists. One group has a TRO. More or less, we only have 160 party-lists that would join the elections,” he said in an interview.
As of Tuesday noon, nine organizations have so far filed their respective Certificate of Nomination - Certificate of Acceptance of Nomination (CON-CAN) at the Tent City, Manila Hotel.
They are Kabayan PL, Ang Bomber ng Pilipinas (ABP), Ako OFW, Manila Teacher’s PL, Lingap, Agap PL, Akay ni Sol, Buhay PL and Bayan Muna. (PNA)
