Sen. Juan Miguel “Migz” F. Zubiri, in his co-sponsorship speech on Senate Resolution No. 1142, describes former House of Representatives Speaker Jose de Venecia as the person who knew not only how to wield influence, but also when to yield to his colleagues.
Zubiri said he had the privilege of being a member of the House of Representatives under the leadership of De Venecia, “and his example has remained an aspiration not just for me, but also for my generation of public servants. He said De Venecia’s five terms as Speaker of the House were not only remarkable for being unprecedented in Philippine Congressional history, but also for being a highly productive time in the House of Representatives. “We all look up to Manong Joe as a paragon of leadership and service.
