The National Bureau of Investigation (NBI), Anti-Money Laundering Council (AMLC), and the Presidential Anti-Organized Crime Commission (PAOCC) on Friday filed 87 counts of money laundering charges against dismissed Bamban, Tarlac mayor Alice Guo and 35 others before the Department of Justice (DOJ).

The charges involved an estimated PHP7 billion in assets of the so-called scam farm operations in Central Luzon.

 

Among those charged for violation of Republic Act 9160, or the Anti-Money Laundering Act of 2001, were Cassandra Ong and Alice’s supposed sibling, Shiela, as well as officials of QSeed Genetics, Zun Yuan Technology Inc., Hongshen Gaming Technology

Inc., QJJ Farms, and Baofu Land Development Inc.

 

“The respondents, through their individual or collective conspiratorial acts, evidently transacted the money or money instruments representing the proceeds of the unlawful activities involving human trafficking, securities regulation violation, and estafa/swindling,” the complaint said.

 

In a statement, AMLC Executive Director Matthew David said the filing is part of the council’s pursuit to “combat financial crimes and safeguard the integrity of the Philippine financial system.”

 

"The AMLC remains committed in its mission to ensure that the financial system is not exploited to further criminal enterprises," he said.

 

Justice Undersecretary Hermogenes Andres said the filing of the charges “is an effective deterrent” against others who might want to similarly initiate “boiler room” fraud operations in the country.

The government’s project to rehabilitate the Pasig River will also include housing for informal settlers, the Department of Human Settlements and Urban Development (DHSUD) said on Friday.

“Habang ginagawa mo ‘yung Pasig River format, inaayos mo ‘yung housing noong tatamaan nila kasi hindi magandang effect sa community ‘yan,” DHSUD Secretary Jose Rizalino Acuzar said in an interview over Malacañang Insider.

 

Acuzar noted that the construction of housing units in the port area is already underway.

 

“So, ngayon kung titingnan po, mayroon po tayong tinatayong pabahay diyan sa PPA diyan sa Port Area. Almost 40 or 50,000 units, ‘yan ang ginagawa, ongoing na po ‘yan, nagtatayo na po diyan,” Acuzar said, adding the project is near completion.

 

“Para wala pong masabi na pinapaganda natin iyong lugar, pinapabayaan naman natin iyong mga mahihirap na nakatira doon sa mga ilalim ng tulay, doon sa mga tabi ng ilog at sa mga estero,” he said.

The administration’s flagship housing initiative— the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program— will continue to be implemented beyond the term of President Ferdinand R. Marcos Jr.

This was the reassuring statement of Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Rizalino Acuzar when asked about the direction of the agency for the 4PH beyond 2028.

 

“Iyong programa po ng ating administrasyon, tatapusin po ito,” Acuzar said in a Palace interview

on Friday.

“Kahit sino po ang pumalit dito, tuluy-tuloy pa rin iyong ating pambansang pabahay,” he said.

 

The DHSUD is aiming to build around three million units by 2028.

 

According to Acuzar, DHSUD is currently undertaking around 55 projects across the country,

totaling around 170,000 units.

He also mentioned that they have partnered with private institutions to implement and fund these projects.

 

“Gamit nito ay private funds ano. Iyong private funds, kapag kinuwenta mo lahat ng gastos dito na hindi galing sa gobyerno, ang funding nakuha natin sa private funds, almost P170 billion,” Acuzar said.

The Pambansang Pabahay Para sa Pilipino (4PH) Program under the Marcos administration is more than just building houses; it is about creating a multi-faceted and progressive community for the poor, the Department of Human Settlements and Urban Development (DHSUD) said on Friday.

“Kasi iyong pinapagawa po ng ating Presidente, hindi lang po basta building. Talagang ito po ay talagang community, township – may eskuwelahan sa baba, mayroong health center, may livelihood center at may swimming pool at may playground,” DHSUD Secretary Jose Rizalino Acuzar said in a Malacañang Insider interview.

 

“Kung ano po ang ini-enjoy ng mga may pera, mai-enjoy din po ng ating mahihirap kasi po iyon ang utos ng ating Presidente na bigyan sila ng magandang kapaligiran at magandang amenities,” he added.

Acuzar mentioned that this

initiative is currently in progress, particularly in the cities of Pasay, Quezon, and Caloocan.

 

He added that they are also planning to pilot a project focused on urban redevelopment and the relocation of informal settlers.

 

“Gagawa na rin kami ng isang parang pilot project kung paano ia-address iyong mga slum area at paano sila tuturuang mamuhay doon sa in city, doon sa bagong building,” Acuzar said.
